The Hong Kong Viral Hepatitis Action Plan 2020-2024 sets out various actions with a view to achieving WHO's goal of eliminating viral hepatitis as a public health threat by 2030.  One of the gaps is under-diagnosis of HBV hence missing the access to treatment. The Steering Committee on Prevention and Control of Viral Hepatitis considered that focused risk-based testing of populations at higher risk of HBV infection (such as family members and sexual partners of people with chronic hepatitis B, men who have sex with men, etc.) would be a pragmatic way to start scaling up HBV screening in Hong Kong.

To echo the annual World Hepatitis Day (28 July) this year, the Department of Health has adopted the theme “Hepatitis B can cause cancer  Get tested and treated early” (「乙肝無聲致肝癌 及早檢測及早醫」) to promote the importance of hepatitis B testing and medical follow-up.
